RBT requirements in Maine

Maine does not license behavior analysts and has no licensing-board credential for behavior technicians. If you deliver ABA to children through MaineCare (Medicaid), a rule effective April 29, 2026 requires either Behavioral Health Professional (BHP) certification or the BACB RBT, plus a registry check and set monthly supervision. These are MaineCare billing rules, not a state credential.

The rules that affect RBTs

  • Maine has no license, registration or certification for behavior technicians issued by a licensing board, and does not license behavior analysts.
  • MaineCare payer rule, not a state credential: under the MaineCare Benefits Manual, Chapter II, Section 28 (Adaptive Behavior Services for Children, effective April 29, 2026), all direct care staff must be at least 18, have a high school diploma or equivalent, and not be annotated on the Certified Nursing Assistant and Direct Care Worker Registry.
  • MaineCare payer rule: staff providing ABA must hold BACB RBT certification at hire, or hold BHP certification at hire, or begin BHP training within 30 days of hire and be certified within six months (Section 28.04-2); this provision awaits federal approval of a State Plan Amendment.
  • MaineCare payer rule: staff providing 20 or more hours of direct service a week need at least 4 hours of supervision a month, prorated for fewer hours with a minimum of 1 hour a month.
  • MaineCare payer rule: supervisors of ABA staff must be BCBAs or licensed psychologists with training or experience in behavior analytic principles.
  • Community providers must hold a behavioral health organization license (10-144 C.M.R. ch. 123).

BACB requirements apply everywhere

Whatever the state adds, RBT certification itself is the same in every state: the 40-hour training, the Initial Competency Assessment, the BACB exam, and ongoing supervision of at least 5% of your service hours each month. Your employer and the programs that pay for services, such as Medicaid or insurers, can have their own requirements too. See how to become an RBT.
