RBT requirements in Maryland

Maryland issues no state credential for behavior technicians. The licensing board's rules treat technicians, including RBTs, as supervisees of a licensed behavior analyst, who stays responsible for the work, may delegate only tasks the technician can perform safely, and must follow BACB supervision requirements.

The rules that affect RBTs

  • Maryland has no state credential for behavior technicians; a Board license is required to practice behavior analysis (Health Occupations 17-6A-10).
  • COMAR 10.58.16.02 defines a "paraprofessional" (who may be a registered behavior technician) and a "registered behavior technician" (BACB-credentialed and practicing under the close, ongoing supervision of a licensed behavior analyst), and lists paraprofessionals among "supervisees".
  • A licensed behavior analyst may use supervisees in a tiered service model and remains responsible for all clinical direction and supervision (COMAR 10.58.16.12 and .14).
  • The licensed behavior analyst may delegate only tasks the supervisee can perform safely and must follow BACB supervision requirements.
  • Behavior analysts are licensed by the State Board of Professional Counselors and Therapists, through its Behavior Analyst Advisory Committee.

BACB requirements apply everywhere

Whatever the state adds, RBT certification itself is the same in every state: the 40-hour training, the Initial Competency Assessment, the BACB exam, and ongoing supervision of at least 5% of your service hours each month. In Maryland, your supervising BCBA must also hold the state license. Your employer and the programs that pay for services, such as Medicaid or insurers, can have their own requirements too.
