RBT requirements in North Carolina

North Carolina has no state credential for behavior technicians. If you deliver ABA paid for by NC Medicaid, though, you must be certified as a BACB RBT or a QABA Applied Behavior Analysis Technician within 120 days of hire, under Medicaid policy 8F (amended August 1, 2026). That is a Medicaid billing rule, not a state credential. A pending bill, Senate Bill 974, would tighten the state's technician rules.

The rules that affect RBTs

  • North Carolina has no state credential for behavior technicians.
  • Medicaid payer rule, not a state credential: Clinical Coverage Policy 8F (amended August 1, 2026, following Session Law 2026-1) requires behavior technicians delivering Medicaid ABA to be certified as a BACB Registered Behavior Technician or a QABA Applied Behavior Analysis Technician.
  • Medicaid payer rule: evidence of certification must be given to the employer within 120 calendar days of hire (or of the employer's Medicaid enrollment, if later); a technician may work under the required supervision during that time but must stop if not certified by the end of it.
  • Medicaid payer rule: at least 10% of all 8F services provided by a paraprofessional must involve observation and direction by a licensed qualified professional (section 6.3).
  • Medicaid payer rule: protocol modification and direction (97155) may be delivered by telehealth for no more than 50% of 97155 billing per beneficiary per 180-day period.
  • Pending bill (checked October 28, 2026): Senate Bill 974, filed April 30, 2026, would limit the technician licensing exemption to registered behavior technicians, require at least 10% of an RBT's services to be observed and directed by a licensed behavior analyst or licensed assistant behavior analyst, and bar one-on-one patient contact until 80 hours of services under such observation, with most provisions effective January 1, 2027 if enacted.

BACB requirements apply everywhere

Whatever the state adds, RBT certification itself is the same in every state: the 40-hour training, the Initial Competency Assessment, the BACB exam, and ongoing supervision of at least 5% of your service hours each month. In North Carolina, your supervising BCBA must also hold the state license. Your employer and the programs that pay for services, such as Medicaid or insurers, can have their own requirements too.
