RBT requirements in New Jersey

New Jersey has no state credential for behavior technicians. Under the licensing board's rules (effective May 6, 2024), paraprofessional technicians, including RBTs, are exempt when they work under the extended authority and direction of a licensee and use a nonprofessional title. The state also sets rules for what a licensee may delegate to you and how.

The rules that affect RBTs

  • New Jersey has no state credential for behavior technicians.
  • N.J.A.C. 13:42B-1.1(b)3 exempts paraprofessional technicians who deliver ABA services under the extended authority and direction of a licensee, provided they use titles that indicate their nonprofessional status (rules effective May 6, 2024).
  • A "paraprofessional technician" includes a BACB-certified RBT (N.J.A.C. 13:42B-1.2).
  • A licensee may delegate treatment-plan interventions to a technician, but not client assessment, treatment-plan development or intervention development, and remains responsible for the care and outcomes (N.J.A.C. 13:42B-5.2).
  • Outside facilities licensed by DCF, DOH or DHS, the licensee must evaluate the technician's skills through direct observation, communicate directions and expectations for each delegated intervention, set how the technician will communicate with the licensee, and document in the client record which interventions were delegated to which technician.
  • In facilities licensed by DCF, DOH or DHS, the licensee follows a separate set of delegation steps that runs through the person who will supervise the technicians.
  • Licenses are issued by the State Board of Applied Behavior Analyst Examiners (Division of Consumer Affairs).

BACB requirements apply everywhere

Whatever the state adds, RBT certification itself is the same in every state: the 40-hour training, the Initial Competency Assessment, the BACB exam, and ongoing supervision of at least 5% of your service hours each month. In New Jersey, your supervising BCBA must also hold the state license. Your employer and the programs that pay for services, such as Medicaid or insurers, can have their own requirements too.
