RBT requirements in Florida

Florida does not license behavior analysts and has no state credential for behavior technicians. If you work on Florida Medicaid cases, though, you must hold the BACB RBT and be supervised by a BCBA or BCaBA. That is a Medicaid billing rule, not a state credential.

The rules that affect RBTs

  • Florida has no state license, registration or certification for behavior technicians and does not license behavior analysts.
  • Section 393.17, Florida Statutes, lets the Agency for Persons with Disabilities set up a certification process for behavior analysts serving its clients; it creates no technician credential.
  • Medicaid payer rule, not a state credential: under the Florida Medicaid Behavior Analysis Services Coverage Policy (December 2024), incorporated by Rule 59G-4.125, F.A.C., a technician must be a BACB Registered Behavior Technician supervised by a BCBA or BCaBA.
  • Medicaid payer rule: supervision of RBTs must follow the Council of Autism Service Providers' practice standards and the supervision plan in the approved behavior plan (policy section 4.2.3).
  • Florida Medicaid behavior analysis services are led by a Lead Analyst: a BCBA, a Florida Certified Behavior Analyst, or a practitioner fully licensed under chapter 490 or 491, F.S.

BACB requirements apply everywhere

Whatever the state adds, RBT certification itself is the same in every state: the 40-hour training, the Initial Competency Assessment, the BACB exam, and ongoing supervision of at least 5% of your service hours each month. Your employer and the programs that pay for services, such as Medicaid or insurers, can have their own requirements too. See how to become an RBT.
